1-6 A BILL TO BE ENTITLED
1-7 AN ACT
1-8 relating to the investment capital fund administered by the Texas
1-9 Education Agency.
1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11 SECTION 1. Section 7.024(d), Education Code, is amended to
1-12 read as follows:
1-13 (d) A grant from the fund shall be made directly to the
1-14 school and may be used for the training and development of school
1-15 staff, parents, and community leaders in order that they understand
1-16 and implement the academic standards and practices necessary for
1-17 high academic achievement, appropriate strategies to deregulate and
1-18 restructure the school in order to improve student achievement, and
1-19 effective strategies to organize parents and community leaders into
1-20 a large, nonpartisan constituency that will hold the school and the
1-21 school district accountable for achieving high academic standards.
1-22 The [Not more than 25 percent of the] grant may be used to
1-23 implement strategies developed by the partners that are designed to
1-24 enrich or extend student learning experiences outside of the
1-25 regular school day.
1-26 SECTION 2. This Act takes effect September 1, 1999.
1-27 SECTION 3. The importance of this legislation and the
1-28 crowded condition of the calendars in both houses create an
1-29 emergency and an imperative public necessity that the
1-30 constitutional rule requiring bills to be read on three several
1-31 days in each house be suspended, and this rule is hereby suspended.
