                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the use of public school educators' days of service for
 1-3     which instruction is not required.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 11.253(e), Education Code, is amended to
 1-6     read as follows:
 1-7           (e)  In accordance with the administrative procedures
 1-8     established under Section 11.251(b), the campus-level committee
 1-9     shall be involved in decisions in the areas of planning, budgeting,
1-10     curriculum, staffing patterns, staff development, and school
1-11     organization.  The campus-level committee must approve:
1-12                 (1)  the use of educators' days of service for which
1-13     instruction is not required; and
1-14                 (2)  the portions of the campus plan addressing campus
1-15     staff development needs.
1-16           SECTION 2.  This Act applies beginning with the 1999-2000
1-17     school year.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended,
1-23     and that this Act take effect and be in force from and after its
1-24     passage, and it is so enacted.
