                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to staff development leave for certain public school
 1-3     employees.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter J, Chapter 21, Education Code, is
 1-6     amended by adding Section 21.4511 to read as follows:
 1-7           Sec. 21.4511.  STAFF DEVELOPMENT LEAVE.  (a)  In addition to
 1-8     personal leave under Section 22.003, each full-time employee of a
 1-9     school district who is required to attend staff development
1-10     activities is entitled to three days per school year paid leave to
1-11     attend off-campus staff development activities that comply with
1-12     Section 21.451.  Of those days, an employee may use not more than a
1-13     total of one day for traveling to and from the activity.
1-14           (b)  A day of leave under this section is considered a day of
1-15     service for purposes of Section 21.401.
1-16           (c)  Unused leave under this section may not be accumulated
1-17     or transferred among school districts.
1-18           SECTION 2.  This Act applies beginning with the 1999-2000
1-19     school year.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended,
 2-1     and that this Act take effect and be in force from and after its
 2-2     passage, and it is so enacted.
