                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to filing and public availability of rates charged by
 1-3     certain insurance companies.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 18, Insurance Code, is amended by adding
 1-6     Article 18.17 to read as follows:
 1-7           Art. 18.17.  RATE FILINGS
 1-8           Sec. 1.  RATE FILINGS.  Each Lloyd's plan insurer shall file
 1-9     quarterly with the commissioner:
1-10                 (1)  the rates for insurance issued by the insurer that
1-11     covers risks written in this state; and
1-12                 (2)  supplementary rating information and reasonable
1-13     and pertinent supporting information relating to those rates.
1-14           Sec. 2.  PUBLIC INFORMATION.  Information filed under this
1-15     article is public information and is available on request to any
1-16     member of the public.
1-17           Sec. 3.  RULES.  The commissioner may adopt rules as
1-18     necessary to administer this article.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The commissioner of insurance shall adopt the
1-21     rules as necessary to implement Article 18.17, Insurance Code, as
1-22     added by this Act, not later than  December 15, 1999.
1-23           SECTION 4.  A Lloyd's plan insurer is not required to comply
1-24     with  Article 18.17, Insurance Code, as added by this Act, before
 2-1     January 1, 2000.
 2-2           SECTION 5.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
