                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to disqualification for the receipt of unemployment
 1-3     compensation benefits based on the receipt of certain periodic
 1-4     payments.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 207.050(b), Labor Code, is amended to
 1-7     read as follows:
 1-8           (b)  If a periodic payment described by Subsection (a)  is
 1-9     received by an individual who has contributed to the payment [under
1-10     the federal  Social Security Act], the commission shall consider
1-11     the individual's contribution and may not reduce the weekly benefit
1-12     amount.
1-13           SECTION 2.  This Act takes effect September 1, 1999, and
1-14     applies only to a claim for unemployment compensation benefits that
1-15     is filed with the Texas Workforce Commission on or after that date.
1-16     A claim filed before that date is governed by the law in effect on
1-17     the date that the claim was filed, and the former law is continued
1-18     in effect for that purpose.
1-19           SECTION 3.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
