1-1 AN ACT 1-2 relating to insurance provided by or through certain development 1-3 corporations created by certain political subdivisions. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Section 23, Development Corporation Act of 1979 1-6 (Article 5190.6, Vernon's Texas Civil Statutes), is amended by 1-7 adding Subsections (c) and (d) to read as follows: 1-8 (c) Notwithstanding any law to the contrary, any corporation 1-9 created by a unit under this Act may, with the consent of the unit, 1-10 obtain health benefits coverage, liability coverage, workers' 1-11 compensation coverage, and property coverage under the unit's 1-12 insurance policies, self-funded coverage, or coverage provided 1-13 under an Interlocal Agreement with other political subdivisions. 1-14 Health benefits coverage may be extended to the corporation's 1-15 directors and employees, and the dependents of such directors and 1-16 employees. Workers' compensation benefits may be extended to the 1-17 corporation's directors, employees, and volunteers. The liability 1-18 coverage may be extended to protect the corporation and its 1-19 directors and employees. 1-20 (d) Notwithstanding any law to the contrary, any corporation 1-21 created by a unit under this Act may, with the consent of the unit, 1-22 obtain retirement benefits under any retirement program operated or 1-23 participated in by the unit. Retirement benefits may be extended to 1-24 the corporation's employees. 2-1 SECTION 2. The importance of this legislation and the 2-2 crowded condition of the calendars in both houses create an 2-3 emergency and an imperative public necessity that the 2-4 constitutional rule requiring bills to be read on three several 2-5 days in each house be suspended, and this rule is hereby suspended, 2-6 and that this Act take effect and be in force from and after its 2-7 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I certify that H.B.
