No. 2434 as follows: 1-9 (1) In SECTION 1, in the recital (house engrossment, page 1, 1-10 line 28), strike "Subsection (c)" and substitute "Subsections (c) 1-11 and (d)". 1-12 (2) In SECTION 1, following added Subsection (c), Section 1-13 23, Development Corporation Act of 1979 (Article 5190.6, Vernon's 1-14 Texas Civil Statutes) (house engrossment, page 1, between lines 40 1-15 and 41), insert new Subsection (d) to read as follows: 1-16 (d) Notwithstanding any law to the contrary, any corporation 1-17 created by a unit under this Act may, with the consent of the unit, 1-18 obtain retirement benefits under any retirement program operated or 1-19 participated in by the unit. Retirement benefits may be extended 1-20 to the corporation's directors and employees. 1-21 A BILL TO BE ENTITLED 1-22 AN ACT 1-23 relating to insurance provided by or through certain development 1-24 corporations created by certain political subdivisions. 1-25 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-26 SECTION 1. Section 23, Development Corporation Act of 1979 1-27 (Article 5190.6, Vernon's Texas Civil Statutes), is amended by 1-28 adding Subsection (c) to read as follows: 1-29 (c) Notwithstanding any law to the contrary, any corporation 1-30 created by a unit under this act may, with the consent of the unit, 1-31 obtain health benefits coverage, liability coverage, workers' 1-32 compensation coverage, and property coverage under the unit's 1-33 insurance policies, self-funded coverage, or coverage provided 1-34 under an Interlocal Agreement with other political subdivisions. 1-35 Health benefits coverage may be extended to the corporation's 1-36 directors and employees, and the dependents of such directors and 1-37 employees. Workers' compensation benefits may be extended to the 1-38 corporation's directors, employees, and volunteers. The liability 1-39 coverage may be extended to protect the corporation and its 1-40 directors and employees. 1-41 SECTION 2. The importance of this legislation and the 1-42 crowded condition of the calendars in both houses create an 1-43 emergency and an imperative public necessity that the 1-44 constitutional rule requiring bills to be read on three several 1-45 days in each house be suspended, and this rule is hereby suspended, 1-46 and that this Act take effect and be in force from and after its 1-47 passage, and it is so enacted. 1-48 * * * * *
