                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to estimating interest in the county budget process.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 111.004, Local Government Code, is
 1-5     amended by adding Subsection (d) to read as follows:
 1-6           (d)  In determining the amount of estimated revenues
 1-7     available to cover the proposed budget, the county judge shall
 1-8     obtain from the county investment officer designated under Section
 1-9     2256.005(f), Government Code, or other law an estimate of the
1-10     amount of interest that county funds are expected to earn in the
1-11     year covered by the budget.
1-12           SECTION 2.  Section 111.034, Local Government Code, is
1-13     amended by adding Subsection (c) to read as follows:
1-14           (c)  In determining the amount of estimated funds and revenue
1-15     to be received by the county, the county auditor shall obtain from
1-16     the county investment officer designated under Section 2256.005(f),
1-17     Government Code, or other law an estimate of the amount of interest
1-18     that county funds are expected to earn in a fiscal year.
1-19           SECTION 3.  Section 111.063, Local Government Code, is
1-20     amended by adding Subsection (e) to read as follows:
1-21           (e)  In determining the amount of estimated funds and revenue
1-22     to be received by the county, the budget officer shall obtain from
1-23     the county investment officer designated under Section 2256.005(f),
1-24     Government Code, or other law an estimate of the amount of interest
 2-1     that county funds are expected to earn in a fiscal year.
 2-2           SECTION 4.  This Act takes effect September 1, 1999, and
 2-3     applies only to the preparation of a county budget for a fiscal
 2-4     year of the county beginning on or after that date.
 2-5           SECTION 5.  The importance of this legislation and the
 2-6     crowded condition of the calendars in both houses create an
 2-7     emergency and an imperative public necessity that the
 2-8     constitutional rule requiring bills to be read on three several
 2-9     days in each house be suspended, and this rule is hereby suspended.
