                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to academic standards and assessments for Texas school
 1-3     children.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 29, Subchapter D, Education Code, is
 1-6     amended by adding Section 29.125 to read as follows:
 1-7           Section 29.125. STUDENT ASSESSMENT STANDARDS.  (a) The Texas
 1-8     Education Agency shall develop assessment standards for grades
 1-9     four, eight and exit for student products that are developed as
1-10     part of services for gifted students.
1-11           (b)  Beginning in 2003, the superintendent or designee shall
1-12     present annual reports to local boards of trustees on the level of
1-13     attainment achieved by students participating in services for
1-14     gifted students.
1-15           SECTION 2.  This Act takes effect September 1, 1999.
1-16           SECTION 3.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an imperative public necessity that the
1-19     constitutional rule requiring bills to be read on three several
1-20     days in each house be suspended, and this rule is hereby suspended.
