                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to certain reports of political contributions and
 1-3     expenditures by candidates.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter C, Chapter 254, Election Code, is
 1-6     amended by adding Section 254.0612 to read as follows:
 1-7           Sec. 254.0612.  COPY OF REPORT TO BE DELIVERED TO OPPONENTS.
 1-8     At the time a candidate who is required to file reports with the
 1-9     commission files a report under this subchapter, the candidate
1-10     shall deliver by certified mail a copy of the report to each
1-11     opponent of the candidate whose name is to appear on the ballot.
1-12           SECTION 2.  This Act takes effect September 1, 1999.
1-13           SECTION 3.  Section 254.0612, Election Code, as added by this
1-14     Act, applies only to a report under Subchapter C, Chapter 254,
1-15     Election Code, that is required to be filed on or after September
1-16     1, 1999.
1-17           SECTION 4.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
