 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the composition of the El Paso County Juvenile Board.
 1-9           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10           SECTION 1.  Section 152.0771(a), Human Resources Code, is
1-11     amended to read as follows:
1-12           (a)  The juvenile board of El Paso County is composed of:
1-13                 (1)  the county judge;
1-14                 (2)  each family district court judge;
1-15                 (3)  each juvenile court judge;  [and]
1-16                 (4)  up to five judges on the "El Paso Council of
1-17     Judges" to be elected by [a] majority vote of that [said] council;
1-18                 (5)  a municipal judge from El Paso County selected by
1-19     the chairman of the juvenile board of El Paso County; and
1-20                 (6)  a justice of the peace in El Paso County selected
1-21     by the chairman of the juvenile board of El Paso County.
1-22           SECTION 2.  This Act takes effect September 1, 1999.
1-23           SECTION 3.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
1-25     emergency and an imperative public necessity that the
1-26     constitutional rule requiring bills to be read on three several
1-27     days in each house be suspended, and this rule is hereby suspended.
