                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the conveyance of an interest in real property by a
 1-3     public junior college or public junior college district to a
 1-4     university system.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter A, Chapter 130, Education Code, is
 1-7     amended by adding Sec. 130.0021 to read as follows:
 1-8           Sec. 130.0021.  CONVEYANCE OF CERTAIN REAL PROPERTY.  A
 1-9     public junior college or a public junior college district may
1-10     donate, exchange, convey, sell or lease land, improvements, or any
1-11     other interest in any real property for less than the fair market
1-12     value of the interest if the donation, conveyance, exchange, sale
1-13     or lease is being made to a university system and the governing
1-14     board of the public junior college or the public junior college
1-15     district also finds that the donation, conveyance, exchange, sale
1-16     or lease of the interest promotes a public purpose related to
1-17     higher education within the service area of the public junior
1-18     college or the public junior college district.
1-19           SECTION 2.  EMERGENCY.  The importance of this legislation
1-20     and the crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended,
1-24     and that this Act take effect and be in force from and after its
 2-1     passage, and it is so enacted.
