                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to establishing date rape awareness week and providing
 1-3     related information to students at general academic teaching
 1-4     institutions.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter Z, Chapter 51, Education Code, is
 1-7     amended by adding Section 51.9191 to read as follows:
 1-8           Sec. 51.9191.  DATE RAPE AWARENESS WEEK.  (a)  In this
 1-9     section, "general academic teaching institution" has the meaning
1-10     assigned by Section 61.003.
1-11           (b)  The week of September 24-30 of each year is designated
1-12     as date rape awareness week at general academic teaching
1-13     institutions.
1-14           (c)  Not later than September 30 of each year, each general
1-15     academic teaching institution shall provide information to all
1-16     recently enrolled freshmen to increase awareness of the frequent
1-17     occurrence of date rape, measures for preventing date rape,
1-18     services available to victims of date rape, and other related
1-19     sexual assault issues:
1-20                 (1)  at an orientation session if freshmen are required
1-21     to attend an orientation session; or
1-22                 (2)  in the form of a brochure if freshmen are not
1-23     required to attend an orientation session.
1-24           (d)  A general academic teaching institution may provide the
 2-1     information described by Subsection (c) through an orientation
 2-2     session or brochure to other students of the institution.
 2-3           SECTION 2.  The change in law made by this Act takes effect
 2-4     beginning with the 1999 fall semester.
 2-5           SECTION 3.  The importance of this legislation and the
 2-6     crowded condition of the calendars in both houses create an
 2-7     emergency and an imperative public necessity that the
 2-8     constitutional rule requiring bills to be read on three several
 2-9     days in each house be suspended, and this rule is hereby suspended,
2-10     and that this Act take effect and be in force from and after its
2-11     passage, and it is so enacted.
