1-1 AN ACT 1-2 relating to requiring a grain transportation study. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. GRAIN TRANSPORTATION STUDY. The Department of 1-5 Agriculture, the Railroad Commission of Texas, and the Texas 1-6 Department of Transportation shall jointly conduct a comprehensive 1-7 study of grain transportation in Texas. The study must include 1-8 data available from grain elevator operators, railroads, and truck 1-9 operators and analyze the performance and costs associated with the 1-10 transportation of grain by rail or truck. Not later than January 1-11 2, 2001, a report of the study must be filed with the governor, the 1-12 lieutenant governor, and the speaker of the house of 1-13 representatives. 1-14 SECTION 2. EMERGENCY. The importance of this legislation 1-15 and the crowded condition of the calendars in both houses create an 1-16 emergency and an imperative public necessity that the 1-17 constitutional rule requiring bills to be read on three several 1-18 days in each house be suspended, and this rule is hereby suspended, 1-19 and that this Act take effect and be in force from and after its 1-20 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I certify that H.B.
