No. 2809 1-2 (In the Senate - Received from the House April 26, 1999; 1-3 April 27, 1999, read first time and referred to Committee on 1-4 Natural Resources; May 5, 1999, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; May 5, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to requiring a grain transportation study. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. GRAIN TRANSPORTATION STUDY. The Department of 1-11 Agriculture, the Railroad Commission of Texas, and the Texas 1-12 Department of Transportation shall jointly conduct a comprehensive 1-13 study of grain transportation in Texas. The study must include 1-14 data available from grain elevator operators, railroads, and truck 1-15 operators and analyze the performance and costs associated with the 1-16 transportation of grain by rail or truck. Not later than January 1-17 2, 2001, a report of the study must be filed with the governor, the 1-18 lieutenant governor, and the speaker of the house of 1-19 representatives. 1-20 SECTION 2. EMERGENCY. The importance of this legislation 1-21 and the crowded condition of the calendars in both houses create an 1-22 emergency and an imperative public necessity that the 1-23 constitutional rule requiring bills to be read on three several 1-24 days in each house be suspended, and this rule is hereby suspended, 1-25 and that this Act take effect and be in force from and after its 1-26 passage, and it is so enacted. 1-27 * * * * *
