                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to notice of availability of coastal public lands for
 1-3     lease.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter D, Chapter 33, Natural Resources Code,
 1-6     is amended by adding Section 33.1035 to read as follows:
 1-7           Sec. 33.1035.  NOTICE OF AVAILABILITY OF COASTAL PUBLIC LAND
 1-8     FOR LEASE.  (a)  The land office shall post notice of the
 1-9     availability of coastal  public land for lease:
1-10                 (1)  at the administrative office of the land office in
1-11     Austin;
1-12                 (2)  at the county courthouse in the county where the
1-13     coastal public land available for lease is located; and
1-14                 (3)  on the land office's Internet site.
1-15           (b)  The land commissioner shall adopt rules regarding time
1-16     and date of posting notice under this section and any other matters
1-17     necessary to the implementation of this section.
1-18           SECTION 2.  Not later than December 1, 1999, the commissioner
1-19     of the General Land Office shall adopt rules necessary to implement
1-20     Section 33.1035, Natural Resources Code, as added by this Act.
1-21           SECTION 3.  (a)  This Act takes effect September 1, 1999.
1-22           (b)  The notice requirement of Section 33.1035, Natural
1-23     Resources Code, as added by this Act, applies only to coastal
1-24     public land that becomes available for lease on or after December
 2-1     1, 1999.
 2-2           SECTION 4.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
