                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to certain requirements of certain county jails.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 351.0415, Local Government Code, is
 1-5     amended by adding Subsection (e) to read as follows:
 1-6           (e)  The sheriff of a county which has a population of one
 1-7     million or more and contains two or more cities each with a
 1-8     population of 250,000 or more shall provide to the commissioners
 1-9     court of the county each contract the sheriff makes under this
1-10     section relating to the commissary.  The sheriff shall provide the
1-11     contract within 10 days after the date the contract is made.
1-12           SECTION 2.  The change in law made by this Act by the
1-13     addition of Section 351.0415(e), Local Government Code, applies
1-14     only to a contract made on or after the effective date of this Act.
1-15     A contract made before the effective date of this Act is governed
1-16     by the law in effect when the contract was made, and the former law
1-17     is continued in effect for that purpose.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
