 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to the operation of a commissary in the county jail in
1-11     certain counties.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Section 351.0415, Local Government Code, is
1-14     amended by adding Subsection (e) to read as follows:
1-15           (e)  The sheriff of a county containing two or more
1-16     municipalities each with a population of 250,000 or more shall
1-17     provide to the commissioners court of the county each contract the
1-18     sheriff makes under this section relating to the commissary.  The
1-19     sheriff shall provide the contract within 10 days after the date
1-20     the contract is made.
1-21           SECTION 2.  The change in law made by this Act by the
1-22     addition of Section 351.0415(e), Local Government Code, applies
1-23     only to a contract made on or after the effective date of this Act.
1-24     A contract made before the effective date of this Act is governed
1-25     by the law in effect when the contract was made, and the former law
1-26     is continued in effect for that purpose.
1-27           SECTION 3.  The importance of this legislation and the
1-28     crowded condition of the calendars in both houses create an
1-29     emergency and an imperative public necessity that the
1-30     constitutional rule requiring bills to be read on three several
1-31     days in each house be suspended, and this rule is hereby suspended.
