                                A BILL TO BE ENTITLED
 1-1 AN ACT
1-2 relating to the powers and duties of the executive director of the
1-3 workforce development division of the Texas Workforce Commission.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 302.002, Labor Code, is amended by adding
1-6 Subsection (f) to read as follows:
1-7 (f) In addition to the services provided under Subsection
1-8 (a)(12), the executive director may enter into contracts with local
1-9 workforce development boards or other entities to establish service
1-10 level agreements for technology assistance and support. The
1-11 executive director may charge fees for services based on the
1-12 service level options selected by those entities. All fees
1-13 collected under this subsection may be used only by the commission
1-14 to pay costs incurred in providing those services.
1-15 SECTION 2. This Act takes effect September 1, 1999.
1-16 SECTION 3. The importance of this legislation and the
1-17 crowded condition of the calendars in both houses create an
1-18 emergency and an imperative public necessity that the
1-19 constitutional rule requiring bills to be read on three several
1-20 days in each house be suspended, and this rule is hereby suspended.
