                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the application of the sunset review process to certain
 1-3     state agencies.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  TEXAS-ISRAEL EXCHANGE FUND BOARD.  Section
 1-6     45.006(i), Agriculture Code, is amended to read as follows:
 1-7           (i)  The board is subject to Chapter 325, Government Code
 1-8     (Texas Sunset Act).  Unless continued in existence as provided by
 1-9     that chapter, the board is abolished and this chapter expires
1-10     September 1, 2007 [2001].
1-11           SECTION 2.  OFFICIAL COTTON GROWERS' BOLL WEEVIL ERADICATION
1-12     FOUNDATION.  Section 74.127(a), Agriculture Code, is amended to
1-13     read as follows:
1-14           (a)  The board of directors of the official cotton growers'
1-15     boll weevil eradication foundation is subject to Chapter 325,
1-16     Government Code (Texas Sunset Act).  Unless continued in existence
1-17     as provided by that chapter, the board is abolished and this
1-18     subchapter expires September 1, 2007 [2003].
1-19           SECTION 3.  TEXAS EMANCIPATION JUNETEENTH CULTURAL AND
1-20     HISTORICAL COMMISSION.  Section 448.002, Government Code, is
1-21     amended to read as follows:
1-22           Sec. 448.002.  SUNSET PROVISION.  The Texas Emancipation
1-23     Juneteenth Cultural and Historical Commission is subject to Chapter
1-24     325 (Texas Sunset Act). Unless continued in existence as provided
 2-1     by that chapter, the commission is abolished and this chapter
 2-2     expires September 1, 2007 [2001].
 2-3           SECTION 4.  GENERAL SERVICES COMMISSION.  Section 2152.002,
 2-4     Government Code, is amended to read as follows:
 2-5           Sec. 2152.002.  SUNSET PROVISION.  The General Services
 2-6     Commission is subject to Chapter 325 (Texas Sunset Act).  Unless
 2-7     continued in existence as provided by that chapter, the commission
 2-8     is abolished and this subtitle expires September 1, 2001 [2003].
 2-9           SECTION 5.  HEALTH AND HUMAN SERVICES COMMISSION.  (a)
2-10     Section 531.004, Government Code, is amended to read as follows:
2-11           Sec. 531.004.  SUNSET PROVISION.  The Health and Human
2-12     Services Commission is subject to Chapter 325 (Texas Sunset Act).
2-13     Unless continued in existence as provided by that chapter, the
2-14     commission is abolished and this chapter expires September 1, 2001
2-15     [1999].
2-16           (b)  This section takes effect only if neither S.B. No. 372
2-17     nor H.B. No. 2641, Acts of the 76th Legislature, Regular Session,
2-18     1999, takes effect.
2-19           SECTION 6.  TEXAS DEPARTMENT OF HUMAN SERVICES.  (a)  Section
2-20     21.002, Human Resources Code, is amended to read as follows:
2-21           Sec. 21.002.  SUNSET PROVISION.  The Texas Department of
2-22     Human Services is subject to Chapter 325, Government Code (Texas
2-23     Sunset Act).  Unless continued in existence as provided by that
2-24     chapter, the department is abolished and this title expires
2-25     September 1, 2001 [1999], except that Chapter 40 expires as
2-26     provided by Section 40.003.
2-27           (b)  This section takes effect only if neither S.B. No. 369
 3-1     nor H.B. No. 2073, Acts of the 76th Legislature, Regular Session,
 3-2     1999, takes effect.
 3-3           SECTION 7.  TEXAS FUNERAL SERVICE COMMISSION.  Subsection N,
 3-4     Section 2, Chapter 251, Acts of the 53rd Legislature, Regular
 3-5     Session, 1953 (Article 4582b, Vernon's Texas Civil Statutes), is
 3-6     amended to read as follows:
 3-7           N.  The Texas Funeral Service Commission is subject to
 3-8     Chapter 325, Government Code (Texas Sunset Act).  Unless continued
 3-9     in existence as provided by that chapter, the commission is
3-10     abolished and this Act expires September 1, 2001 [2003].
3-11           SECTION 8.  STATE BOARD OF BARBER EXAMINERS.  Section 26a,
3-12     Chapter 65, Acts of the 41st Legislature, 1st Called Session, 1929
3-13     (Article 8407a, Vernon's Texas Civil Statutes), is amended to read
3-14     as follows:
3-15           Sec. 26a.  SUNSET PROVISION.  The State Board of Barber
3-16     Examiners is subject to Chapter 325, Government Code (Texas Sunset
3-17     Act). Unless continued in existence as provided by that chapter,
3-18     the board is abolished and this Act expires September 1, 2001
3-19     [2003].
3-20           SECTION 9.  TEXAS COSMETOLOGY COMMISSION.  Section 2(k),
3-21     Chapter 1036, Acts of the 62nd Legislature, Regular Session, 1971
3-22     (Article 8451a, Vernon's Texas Civil Statutes), is amended to read
3-23     as follows:
3-24           (k)  The Texas Cosmetology Commission is subject to Chapter
3-25     325, Government Code (Texas Sunset Act).  Unless continued in
3-26     existence as provided by that chapter, the commission is abolished
3-27     and this Act expires September 1, 2001 [2003].
 4-1           SECTION 10.  TEXAS COMMISSION OF LICENSING AND REGULATION AND
 4-2     TEXAS DEPARTMENT OF LICENSING AND REGULATION.  Section 4, Article
 4-3     9100, Revised Statutes, is amended to read as follows:
 4-4           Sec. 4.  SUNSET PROVISION.  The Texas Commission of Licensing
 4-5     and Regulation and the Texas Department of Licensing and Regulation
 4-6     are subject to Chapter 325, Government Code (Texas Sunset Act).
 4-7     Unless continued in existence as provided by that chapter, the
 4-8     commission and the department are abolished September 1, 2001
 4-9     [2003].
4-10           SECTION 11.  STATE LAW LIBRARY.  Section 91.008, Government
4-11     Code, is repealed.
4-12           SECTION 12.  EFFECTIVE DATE.  This Act takes effect September
4-13     1, 1999.
4-14           SECTION 13.  EMERGENCY.  The importance of this legislation
4-15     and the crowded condition of the calendars in both houses create an
4-16     emergency and an imperative public necessity that the
4-17     constitutional rule requiring bills to be read on three several
4-18     days in each house be suspended, and this rule is hereby suspended.
