 1-7                                   AN ACT
 1-8     relating to the application of the sunset review process to certain
 1-9     state agencies.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  TEXAS-ISRAEL EXCHANGE FUND BOARD.  Section
1-12     45.006(i), Agriculture Code, is amended to read as follows:
1-13           (i)  The board is subject to Chapter 325, Government Code
1-14     (Texas Sunset Act).  Unless continued in existence as provided by
1-15     that chapter, the board is abolished and this chapter expires
1-16     September 1, 2007 [2001].
1-17           SECTION 2.  OFFICIAL COTTON GROWERS' BOLL WEEVIL ERADICATION
1-18     FOUNDATION.  Section 74.127(a), Agriculture Code, is amended to
1-19     read as follows:
1-20           (a)  The board of directors of the official cotton growers'
1-21     boll weevil eradication foundation is subject to Chapter 325,
1-22     Government Code (Texas Sunset Act).  Unless continued in existence
1-23     as provided by that chapter, the board is abolished and this
1-24     subchapter expires September 1, 2007 [2003].
1-25           SECTION 3.  TEXAS EMANCIPATION JUNETEENTH CULTURAL AND
1-26     HISTORICAL COMMISSION.  Section 448.002, Government Code, is
1-27     amended to read as follows:
1-28           Sec. 448.002.  SUNSET PROVISION.  The Texas Emancipation
1-29     Juneteenth Cultural and Historical Commission is subject to Chapter
1-30     325 (Texas Sunset Act). Unless continued in existence as provided
1-31     by that chapter, the commission is abolished and this chapter
1-32     expires September 1, 2007 [2001].
1-33           SECTION 4.  GENERAL SERVICES COMMISSION.  Section 2152.002,
1-34     Government Code, is amended to read as follows:
1-35           Sec. 2152.002.  SUNSET PROVISION.  The General Services
1-36     Commission is subject to Chapter 325 (Texas Sunset Act).  Unless
1-37     continued in existence as provided by that chapter, the commission
1-38     is abolished and this subtitle expires September 1, 2001 [2003].
1-39           SECTION 5.  HEALTH AND HUMAN SERVICES COMMISSION.  (a)
1-40     Section 531.004, Government Code, is amended to read as follows:
1-41           Sec. 531.004.  SUNSET PROVISION.  The Health and Human
1-42     Services Commission is subject to Chapter 325 (Texas Sunset Act).
1-43     Unless continued in existence as provided by that chapter, the
1-44     commission is abolished and this chapter expires September 1, 2001
1-45     [1999].
1-46           (b)  This section takes effect only if neither S.B. No. 372
1-47     nor H.B. No. 2641, Acts of the 76th Legislature, Regular Session,
1-48     1999, takes effect.
1-49           SECTION 6.  TEXAS DEPARTMENT OF HUMAN SERVICES.  (a)  Section
1-50     21.002, Human Resources Code, is amended to read as follows:
1-51           Sec. 21.002.  SUNSET PROVISION.  The Texas Department of
1-52     Human Services is subject to Chapter 325, Government Code (Texas
1-53     Sunset Act).  Unless continued in existence as provided by that
1-54     chapter, the department is abolished and this title expires
1-55     September 1, 2001 [1999], except that Chapter 40 expires as
1-56     provided by Section 40.003.
1-57           (b)  This section takes effect only if neither S.B. No. 369
1-58     nor H.B. No. 2073, Acts of the 76th Legislature, Regular Session,
1-59     1999, takes effect.
1-60           SECTION 7.  TEXAS FUNERAL SERVICE COMMISSION.  Subsection N,
1-61     Section 2, Chapter 251, Acts of the 53rd Legislature, Regular
1-62     Session, 1953 (Article 4582b, Vernon's Texas Civil Statutes), is
1-63     amended to read as follows:
1-64           N.  The Texas Funeral Service Commission is subject to
 2-1     Chapter 325, Government Code (Texas Sunset Act).  Unless continued
 2-2     in existence as provided by that chapter, the commission is
 2-3     abolished and this Act expires September 1, 2001 [2003].
 2-4           SECTION 8.  STATE BOARD OF BARBER EXAMINERS.  Section 26a,
 2-5     Chapter 65, Acts of the 41st Legislature, 1st Called Session, 1929
 2-6     (Article 8407a, Vernon's Texas Civil Statutes), is amended to read
 2-7     as follows:
 2-8           Sec. 26a.  SUNSET PROVISION.  The State Board of Barber
 2-9     Examiners is subject to Chapter 325, Government Code (Texas Sunset
2-10     Act). Unless continued in existence as provided by that chapter,
2-11     the board is abolished and this Act expires September 1, 2001
2-12     [2003].
2-13           SECTION 9.  TEXAS COSMETOLOGY COMMISSION.  Section 2(k),
2-14     Chapter 1036, Acts of the 62nd Legislature, Regular Session, 1971
2-15     (Article 8451a, Vernon's Texas Civil Statutes), is amended to read
2-16     as follows:
2-17           (k)  The Texas Cosmetology Commission is subject to Chapter
2-18     325, Government Code (Texas Sunset Act).  Unless continued in
2-19     existence as provided by that chapter, the commission is abolished
2-20     and this Act expires September 1, 2001 [2003].
2-21           SECTION 10.  TEXAS COMMISSION OF LICENSING AND REGULATION AND
2-22     TEXAS DEPARTMENT OF LICENSING AND REGULATION.  Section 4, Article
2-23     9100, Revised Statutes, is amended to read as follows:
2-24           Sec. 4.  SUNSET PROVISION.  The Texas Commission of Licensing
2-25     and Regulation and the Texas Department of Licensing and Regulation
2-26     are subject to Chapter 325, Government Code (Texas Sunset Act).
2-27     Unless continued in existence as provided by that chapter, the
2-28     commission and the department are abolished September 1, 2001
2-29     [2003].
2-30           SECTION 11.  STATE LAW LIBRARY.  Section 91.008, Government
2-31     Code, is repealed.
2-32           SECTION 12.  EFFECTIVE DATE.  This Act takes effect September
2-33     1, 1999.
2-34           SECTION 13.  EMERGENCY.  The importance of this legislation
2-35     and the crowded condition of the calendars in both houses create an
2-36     emergency and an imperative public necessity that the
2-37     constitutional rule requiring bills to be read on three several
2-38     days in each house be suspended, and this rule is hereby suspended.
