1-11 SECTION 1. Subchapter B, Chapter 684, Transportation Code,

1-13 Sec. 684.016. PROHIBITION ON USE OF CERTAIN DEVICES. A
1-14 person may not attach to an unauthorized vehicle located on a
1-15 parking facility a device intended to prevent the operation of the

1-24 to attachment of a device to a vehicle on or after the effective

1-26 SECTION 3. This Act takes effect September 1, 1999.
1-27 SECTION 4. The importance of this legislation and the
1-28 crowded condition of the calendars in both houses create an
1-29 emergency and an imperative public necessity that the

1-31 days in each house be suspended, and this rule is hereby suspended.
