No. 2996 1-2 (In the Senate - Received from the House May 11, 1999; 1-3 May 12, 1999, read first time and referred to Committee on State 1-4 Affairs; May 14, 1999, reported favorably by the following vote: 1-5 Yeas 7, Nays 0; May 14, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to use of certain devices to prevent operation of 1-9 improperly parked vehicles. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter B, Chapter 684, Transportation Code, 1-12 is amended by adding Section 684.016 to read as follows: 1-13 Sec. 684.016. PROHIBITION ON USE OF CERTAIN DEVICES. A 1-14 person may not attach to an unauthorized vehicle located on a 1-15 parking facility a device intended to prevent the operation of the 1-16 vehicle, unless a sign is installed on the parking facility that 1-17 states that a device intended to prevent the operation of a vehicle 1-18 may be attached to an unauthorized vehicle located on the facility. 1-19 The sign must be installed in each location required for a sign 1-20 under Section 684.031(a), 684.034, or 684.035, as appropriate. The 1-21 sign may be installed on the same pole, post, wall, or barrier as a 1-22 sign under Subchapter C. 1-23 SECTION 2. The change in law made by this Act applies only 1-24 to attachment of a device to a vehicle on or after the effective 1-25 date of this Act. 1-26 SECTION 3. This Act takes effect September 1, 1999. 1-27 SECTION 4. The importance of this legislation and the 1-28 crowded condition of the calendars in both houses create an 1-29 emergency and an imperative public necessity that the 1-30 constitutional rule requiring bills to be read on three several 1-31 days in each house be suspended, and this rule is hereby suspended. 1-32 * * * * *
