                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to certain processes and procedures involving the
 1-3     redistricting of congressional, legislative, and State Board of
 1-4     Education  districts.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 42.032, Election Code, is amended to read
 1-7     as follows:
 1-8           Sec. 42.032.  REDISTRICTING:  BOUNDARY CHANGES.  A
 1-9     commissioners court shall order [If] changes in county election
1-10     precinct boundaries when [are] necessary to give effect to a
1-11     redistricting plan involving the legislature, the United States
1-12     Congress, or the State Board of Education [under Article III,
1-13     Section 28, of the Texas Constitution, each commissioners court
1-14     shall order the changes before October 1 of the year in which the
1-15     redistricting is done].
1-16           SECTION 2.  Section 276.008(a), Election Code, is amended to
1-17     read as follows:
1-18           (a)  On the written request of the Texas Legislative Council,
1-19     the secretary of state, a county clerk or county elections
1-20     administrator, a city secretary, or a voter registrar shall provide
1-21     without charge to the council information or data maintained by the
1-22     appropriate officer relating to voter registration, voter turnout,
1-23     election returns for statewide, district, county, precinct, or city
1-24     offices, or county election precincts, including precinct maps.
 2-1           SECTION 3.  This Act takes effect September 1, 1999.
 2-2           SECTION 4.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
