                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to issuance of a title to a commercial vehicle for
 1-3     registration purposes only.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 501.023, Transportation Code, is amended
 1-6     to read as follows:
 1-7           Sec. 501.023.  Application for Certificate of Title.
 1-8     (a)  The owner of a motor vehicle must apply for a certificate of
 1-9     title:
1-10                 (1)  to the county assessor-collector in the county in
1-11     which:
1-12                       (A)  the owner is domiciled; or
1-13                       (B)  the motor vehicle is purchased or
1-14     encumbered; and
1-15                 (2)  on a form prescribed by the department.
1-16           (b)  The assessor-collector shall send the application to the
1-17     department not later than 24 hours after receiving the application.
1-18           (c)  The owner or lessee of a commercial vehicle operating
1-19     under the International Registration Plan or other agreement, as
1-20     specified under Section 502.054, applying for a certificate of
1-21     title for registration purposes only shall make application
1-22     directly to the department.  All fees required under Section
1-23     501.138 shall be collected by the department to be distributed
1-24     according to the provisions therein.
 2-1           SECTION 2.  This Act takes effect September 1, 1999.
 2-2           SECTION 3.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
