A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the District of Travis. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Title 1, Government Code, is amended by adding 1-5 Chapter 2 to read as follows: 1-6 CHAPTER 2. DISTRICT OF TRAVIS. 1-7 Sec. 2001. DISTRICT ESTABLISHED. The District of Travis is 1-8 composed of all property owned by the State of Texas in the County 1-9 of Travis. 1-10 Sec. 2.002. GOVERNANCE. The district is governed as 1-11 provided by law. 1-12 Sec. 2.003. GOVERNANCE, MANAGEMENT, AND OPERATIONS PLAN. 1-13 (a) The speaker of the house and the lieutenant governor shall 1-14 respectively appoint five members of the house and five members of 1-15 the senate to a special select committee to develop a governance, 1-16 management and operations plan for the district. 1-17 (b) In developing the plan, the committee shall solicit the 1-18 advice and assistance of the governor and the executive and 1-19 judicial branch officers and agencies located in the district. 1-20 (c) The committee shall recommend a governance, management, 1-21 and operations plan to the 77th Legislature not later than December 2-1 1, 2000. The recommendations must include recommended legislation. 2-2 SECTION 2. The importance of this legislation and the 2-3 crowded condition of the calendars in both houses create an 2-4 emergency and an imperative public necessity that the 2-5 constitutional rule requiring bills to be read on three several 2-6 days in each house be suspended, and this rule is hereby suspended, 2-7 and that this Act take effect and be in force from and after its 2-8 passage, and it is so enacted.
