1-1                                   AN ACT
 1-2     relating to authorizing counties to permit certain veterans to park
 1-3     free of charge in county parking facilities.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter A, Chapter 445, Local Government Code,
 1-6     is amended by adding Section 445.004 to read as follows:
 1-7           Sec. 445.004.  FREE PARKING IN COUNTY PARKING FACILITIES.
 1-8     (a)  The commissioners court of a county by order may permit former
 1-9     prisoners of war or persons awarded the Purple Heart or a
1-10     Congressional Medal of Honor to park free of charge in any county
1-11     parking facility.
1-12           (b)  The commissioners court of the county may adopt
1-13     procedures to administer this section, including procedures to
1-14     verify the status of a person described by Subsection (a).
1-15           SECTION 2.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
