 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to authorizing counties to permit certain veterans to park
1-10     free of charge in county parking facilities.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Subchapter A, Chapter 445, Local Government Code,
1-13     is amended by adding Section 445.004 to read as follows:
1-14           Sec. 445.004.  FREE PARKING IN COUNTY PARKING FACILITIES.
1-15     (a)  The commissioners court of a county by order may permit former
1-16     prisoners of war or persons awarded the Purple Heart or a
1-17     Congressional Medal of Honor to park free of charge in any county
1-18     parking facility.
1-19           (b)  The commissioners court of the county may adopt
1-20     procedures to administer this section, including procedures to
1-21     verify the status of a person described by Subsection (a).
1-22           SECTION 2.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
1-25     constitutional rule requiring bills to be read on three several
1-26     days in each house be suspended, and this rule is hereby suspended.
