                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to authorizing the Board of Regents of The University of
 1-3     Texas System to acquire by purchase, exchange, gift, or otherwise
 1-4     certain properties to be used for campus expansion and university
 1-5     purposes in The University of Texas System.
 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-7           SECTION 1.  The Board of Regents of The University of Texas
 1-8     System is hereby authorized to acquire by purchase, exchange, gift,
 1-9     or otherwise, for campus expansion and for other University
1-10     purposes, all or any part of the land described as:
1-11                 1.  A tract of land containing 64.16 acres more or
1-12     less, in the City of Edinburg, Texas, being all of Lot 10, the West
1-13     20 acres of Lot 9, and the East 361 feet of the South 659 feet of
1-14     Lot 14, all in Section 242, Texas-Mexican Railway Company Survey,
1-15     per map recorded in Volume 1, Page 12, Deed Records of said County,
1-16     together with all street, alleys, alleyways, railroads,
1-17     thoroughfares, whether or not vacated lying within or adjoining
1-18     said 64.16 acre tract of land, specifically including but not
1-19     limited to all those portions of Schunior, Garner and Chapin
1-20     Streets, and Sugar Road.
1-21                 2.  A tract of land containing 10.5 acres, more or
 2-1     less, out of Lots 1 and 4 Block A, Section 242 as shown on Edinburg
 2-2     Original Townsite Map, recorded in Volume 1, Page 3, Map Records of
 2-3     Hidalgo County, Texas, said 10.5 acre tract of land being that
 2-4     certain portion of land in said Lots 1 and 4 lying West of the
 2-5     centerline of First Avenue together with all streets, alleys,
 2-6     alleyways, railroads, thoroughfares, whether or not vacated lying
 2-7     within or adjoining said 10.5 acre tract of land, specifically
 2-8     including but not limited to all those portions of Schunior,
 2-9     Chavez, Cooper, Smith, and Garner Street, and 1st Avenue.
2-10                 3.  A tract of land containing 26.7 acres, more or
2-11     less, in the City of Edinburg, Texas, being Lots 5, 6, 7 and 8 of
2-12     Block Ninety Four (94), Lots 5, 6, 7 and 8 of Block One Hundred and
2-13     Twenty Seven (127), Lots 5, 6, 7 and 8 of Block One Hundred and
2-14     Thirty Eight (138), Lots 5, 6, 7 and 8 of Block One Hundred and
2-15     Seventy One (171), Lots 5, 6, 7 and 8 of Block One Hundred and
2-16     Eighty Two (182), Lots 5, 6, 7 and 8 of Block Two Hundred and
2-17     Fifteen (215), Lots 5, 6, 7 and 8 of Block Two Hundred and Twenty
2-18     Six (226), all of Blocks One Hundred and Fifty Nine (159), One
2-19     Hundred and Seventy (170), One Hundred and Eighty Three (183), One
2-20     Hundred and Sixty Nine (169), and the North 280 feet of Block One
2-21     Hundred and Eighty Four (184), all in Edinburg Original Townsite
2-22     Map, recorded in Volume 1, Page 23, Map Records of Hidalgo County,
2-23     Texas; together with all streets, alleys, alleyways, railroads,
2-24     thoroughfares, whether or not vacated lying within or adjoining
2-25     said 10.5 acre tract of land, specifically including but not
 3-1     limited to all those portions of Fifth, Sixth, Seventh and Eighth
 3-2     Avenues, and Schunior, Van Week, Lovette, Peter, Loeb, Kuhn,
 3-3     McIntyre and Harriman Streets, and the Southern Pacific Railroad.
 3-4                 4.  A tract of land containing 6.29 acres, more or
 3-5     less, situated in the City of Edinburg, Texas being a portion of
 3-6     Lot 10, Section 273, Texas-Mexican Railway Company Survey, recorded
 3-7     in Volume 1, Page 12, Deed Records of Hildago County, Texas, said
 3-8     6.29 acre tract of land being all those certain tracts of land
 3-9     described in deeds recorded as Document Number 320467 and in Volume
3-10     3215, Page 282, Records of said County, and all of Lots 3 and 4,
3-11     and the East 38.00 feet of Lot 2 of the Maurer Subdivision recorded
3-12     in Volume 14, Page 3, Map Records of said County, aid 6.29 acre
3-13     tract of land more particularly described as follows:
3-14           BEGINNING at the Northwest corner of said Lot 10;
3-15           THENCE, South 80 55' East, along the North line of said Lot
3-16     10, also being the centerline of University Drive (State Highway
3-17     107) a distance of 500.00 feet.
3-18           THENCE, South 08 59' West, a distance of 55.60 feet to the
3-19     South right-of-way line of said University Drive POINT OF
3-20     BEGINNING;
3-21           THENCE, along said South right-of-way line, South 80 55'
3-22     East, a distance of 367.74 feet for the Northeast corner hereof;
3-23           THENCE, South 08 59' West, a distance of 614.00 feet for the
3-24     Southeast corner hereof;
3-25           THENCE, North 90 55' West, a distance of 619.74 feet for the
 4-1     Southwest corner hereof;
 4-2           THENCE, North 08 59' East, a distance of 192.00 feet for an
 4-3     inside corner hereof;
 4-4           THENCE, South 80 55' East, a distance of 252.00 for an inside
 4-5     corner hereof;
 4-6           THENCE, North 08 59' East, a distance of 422.00 feet to the
 4-7     POINT OF BEGINNING, containing 6.29 acres, more or less.
 4-8           Together will all streets, alleys, alleyways, railroads,
 4-9     thoroughfares, whether or not vacated within or adjoining said 10.5
4-10     acre tract of land, specifically including but not limited to all
4-11     that portion of University Drive (State Highway 107).
4-12           SECTION 2.  The importance of this legislation and the
4-13     crowded condition of the calendars in both houses create an
4-14     emergency and an imperative public necessity that the
4-15     constitutional rule requiring bills to be read on three several
4-16     days in each house be suspended, and this rule is hereby suspended,
4-17     and that this Act take effect and be in force from and after its
4-18     passage, and it is so enacted.
