1-1                                   AN ACT
 1-2     relating to the assistance a county may provide another
 1-3     governmental entity for a construction project.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 251.015, Transportation Code, is amended
 1-6     to read as follows:
 1-7           Sec. 251.015.  ASSISTING OTHER GOVERNMENTAL ENTITY.  The
 1-8     commissioners court of a county may use county road equipment,
 1-9     construction equipment, including trucks, and employees necessary
1-10     to operate the equipment to assist another governmental entity on a
1-11     project if:
1-12                 (1)  the cost does not exceed $15,000 [$3,000];
1-13                 (2)  the use of the equipment or employees does not
1-14     interfere with the county's work schedule; and
1-15                 (3)  the county pays only the costs that the county
1-16     would pay if the county did not assist the governmental entity.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
1-23     passage, and it is so enacted.
