                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to public access to reports of political contributions and
 1-3     expenditures on the Internet.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 251, Election Code, is
 1-6     amended by adding Section 251.031 to read as follows:
 1-7           Sec. 251.031.  ELECTRONIC AVAILABILITY OF REPORTS THROUGH THE
 1-8     INTERNET.  (a)  The commission shall electronically image each
 1-9     report that is not filed by computer diskette, modem, or other
1-10     means of electronic transfer, using computer software provided by
1-11     the commission or computer software that meets commission
1-12     specifications for a standard file format.
1-13           (b)  The commission shall make all reports, including
1-14     electronically imaged reports, available to the public through the
1-15     Internet, as defined in Section 323.0145, Government Code, within
1-16     72 hours of the commission receiving the reports.
1-17           SECTION 2.  This Act takes effect September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
