                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to parental access to school board meetings.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 26.007(b), Education Code, is amended to
 1-5     read as follows:
 1-6           (b)  A board of trustees of a school district must hold each
 1-7     public meeting of the board within the boundaries of the district
 1-8     except as required by law or except to hold a joint meeting with
 1-9     another district or with another governmental entity, as defined by
1-10     Section 2051.041, Government Code, if the boundaries of the
1-11     governmental entity are in whole or in part within the boundaries
1-12     of the district.  All public meetings must comply with Chapter 551,
1-13     Government Code.
1-14           SECTION 2.  This Act applies beginning with the 1999-2000
1-15     school year.
1-16           SECTION 3.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an imperative public necessity that the
1-19     constitutional rule requiring bills to be read on three several
1-20     days in each house be suspended, and this rule is hereby suspended,
1-21     and that this Act take effect and be in force from and after its
1-22     passage, and it is so enacted.
