                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the regulation of drinking water at certain youth
 1-3     camps.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter C, Chapter 341, Health and Safety
 1-6     Code, is amended by adding Section 341.051 to read as follows:
 1-7           Sec. 341.051.  WATER SUPPLIES AT YOUTH CAMPS.  (a)  This
 1-8     subchapter does not apply to drinking water supplied by a youth
 1-9     camp to staff and campers at the camp and their visitors.
1-10           (b)  The department shall regulate the water supply at a
1-11     youth camp as provided by Section 141.009 and rules adopted by the
1-12     board under that section.  Those rules must comply with the federal
1-13     Safe Drinking Water Act (42 U.S.C. Section 300f et seq.).
1-14           (c)  Youth camp drinking water shall be classified as being
1-15     furnished for private use, regardless of the number of persons for
1-16     whom water is supplied, and may not be resold to any other entity
1-17     for any purpose.
1-18           (d)  This section applies only to a youth camp licensed and
1-19     approved by the department.
1-20           SECTION 2.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended,
 2-1     and that this Act take effect and be in force from and after its
 2-2     passage, and it is so enacted.
