                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to employee organization consultation policies adopted by
 1-3     the boards of trustees of school districts.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter A, Chapter 22, Education Code, is
 1-6     amended by adding Section 22.006 to read as follows:
 1-7           Sec. 22.006.  EMPLOYEE ORGANIZATION CONSULTATION POLICIES.
 1-8     (a)  The board of trustees of a school district may adopt a policy
 1-9     under which employee organizations are consulted concerning
1-10     district educational matters specified by the policy.
1-11           (b)  A policy the board of trustees adopts under this section
1-12     must permit a representative of an employee organization to consult
1-13     directly with the board, the superintendent of the district, and
1-14     the district- and campus-level planning and decision-making
1-15     committees established under Subchapter F, Chapter 11, concerning
1-16     educational matters specified by the policy if at least:
1-17                 (1)  five district employees of the same employee
1-18     classification are members of the organization; and
1-19                 (2)  two percent of the employees in the district are
1-20     members of the organization.
1-21           SECTION 2.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force from and after its
 2-3     passage, and it is so enacted.
