                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the development of airports,
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter A, Chapter 21, Transportation Code, is
 1-5     amended by adding Section 21.101(c) to read as follows:
 1-6           (c)  As a matter of both state and local interest, there is
 1-7     hereby created an aviation development account within the state
 1-8     highway fund to be utilized to meet air transportation needs in
 1-9     support of economic development.  This fund shall be used for loans
1-10     or grants in accordance with this chapter.
1-11           SECTION 2.  This Act takes effect September 1, 1999.
1-12           SECTION 3.  The importance of this legislation and the
1-13     crowded condition of the calendars in both houses create an
1-14     emergency and an imperative public necessity that the
1-15     constitutional rule requiring bills to be read on three several
1-16     days in each house be suspended, and this rule is hereby suspended.
