                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to providing for a nonvoting student member on the board
 1-3     of trustees of a junior college district.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter E, Chapter 130, Education Code, is
 1-6     amended by adding Section 130.0835 to read as follows:
 1-7           Sec. 130.0835.  NONVOTING STUDENT BOARD MEMBER.  (a)  The
 1-8     president or similar chief executive officer of the student
 1-9     government of a public junior college serves as a nonvoting member
1-10     of the board of trustees of the junior college district.  The
1-11     student board member shall represent the interests of the
1-12     district's students and provide insight to the board as to the
1-13     perspective of those students.
1-14           (b)  A student board member has the same rights as any board
1-15     member to receive notice of and attend board meetings, to voice
1-16     opinions and debate any matter before the board, to make
1-17     recommendations, or to otherwise participate in all board meetings,
1-18     except that a student board member is not entitled to vote on any
1-19     matter before the board.
1-20           (c)  A student board member may not be included in an
1-21     executive meeting of the board.
1-22           SECTION 2.  This Act takes effect September 1, 1999.
1-23           SECTION 3.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
 2-1     emergency and an imperative public necessity that the
 2-2     constitutional rule requiring bills to be read on three several
 2-3     days in each house be suspended, and this rule is hereby suspended.
