                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to school district plans to ensure that only appropriately
 1-3     certified persons teach in the district.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 21, Education Code, is
 1-6     amended by adding Section 21.057 to read as follows:
 1-7           Sec. 21.057.  PLAN FOR CERTIFIED TEACHERS.  (a)  Each school
 1-8     district shall develop and implement a plan to enable the district
 1-9     to, at the end of a five-year period, employ as a teacher only a
1-10     person who holds:
1-11                 (1)  a certificate issued under this subchapter; and
1-12                 (2)  the appropriate certificate issued under this
1-13     subchapter for each class or course the person teaches.
1-14           (b)  A district plan may provide for the district to use, on
1-15     a short-term basis, substitute teachers who do not hold a
1-16     certificate issued under this subchapter.
1-17           (c)  This section expires September 1, 2006.
1-18           SECTION 2.  Each school district shall implement a plan under
1-19     Section 21.057, Education Code, as added by this Act, not later
1-20     than September 1, 2000.
1-21           SECTION 3.  This Act takes effect September 1, 1999.
1-22           SECTION 4.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
