                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to contracts by water districts with municipalities.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 53.029, Texas Water Code is amended by
 1-5     adding Subsection (c) to read as follows:
 1-6           (c)  A district covered by this section, or which has
 1-7     retained the powers set forth in this section, has the right to
 1-8     conduct contract elections in the manner set forth in Section
 1-9     49.108(a)-(d), Texas Water Code.  If the district is located wholly
1-10     or partially within the boundaries or extraterritorial jurisdiction
1-11     of one or more municipalities, and the district obtains the
1-12     approval of the contract by such municipalities, the approval set
1-13     forth in Section 49.108(e), Texas Water Code, is not required.
1-14           SECTION 2.  EFFECTIVE DATE.  This Act takes effect on
1-15     September 1, 1999.
1-16           SECTION 3.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an urgent public necessity that the constitutional
1-19     rule requiring bills to be read on three several days in each house
1-20     be suspended, and this rule is hereby suspended.
