                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a mandatory limitation on premium increases for certain
 1-3     policyholders who are 65 years of age or older.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Article 5.101, Insurance Code, Vernon's Texas
 1-6     Civil Statutes, is amended by adding Section 6 to read as follows:
 1-7           Sec. 6.  LIMITATION ON PREMIUM INCREASES FOR CERTAIN COVERED
 1-8     INDIVIDUALS 65 YEARS OF AGE OR OLDER.  Notwithstanding anything
 1-9     elsewhere in this Article, rates for policyholders subject to this
1-10     Article shall not exceed the rate that is applicable on the date of
1-11     the last renewal of the policy prior to the policyholders'
1-12     sixty-fifth date of birth.
1-13           SECTION 2.  The importance of this legislation and the
1-14     crowded condition of the calendars in both houses create an
1-15     emergency and an imperative public necessity that the
1-16     constitutional rule requiring bills to be read on three several
1-17     days in each house be suspended, and this rule is hereby suspended.
