1-1 AN ACT
1-2 relating to disposition of proceeds from read to succeed license
1-3 plates.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 502.292(e), Transportation Code, as added
1-6 by Chapter 397, Acts of the 75th Legislature, Regular Session,
1-7 1997, is amended to read as follows:
1-8 (e) The department shall deposit each fee collected under
1-9 Subsection (c)(2) to the credit of an account in the general
1-10 revenue fund to be known as the "Read to Succeed" account. Money
1-11 from the account may be used only for the purpose of providing
1-12 educational materials for public school libraries [to supplement
1-13 appropriated funds in implementing the requirements under Section
1-14 28.006, Education Code]. The account is composed of:
1-15 (1) money required to be deposited to the credit of
1-16 the account under this subsection; and
1-17 (2) donations made to the account.
1-18 SECTION 2. This Act takes effect September 1, 1999.
1-19 SECTION 3. The importance of this legislation and the
1-20 crowded condition of the calendars in both houses create an
1-21 emergency and an imperative public necessity that the
1-22 constitutional rule requiring bills to be read on three several
1-23 days in each house be suspended, and this rule is hereby suspended.
