                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the disposition of the proceeds from the Read to
 1-3     Succeed license plate.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter F, Chapter 502.292(e), Transportation
 1-6     Code, is amended as follows:
 1-7           (e)  The department shall deposit each fee collected under
 1-8     Subsection (c)(2) to the credit of an account in the general
 1-9     revenue fund to be known as the "Read to Succeed" account.  Money
1-10     from the account may be used only [to supplement appropriated funds
1-11     in implementing the requirements under Section 28.006, Education
1-12     Code.] for the purpose of providing educational materials for
1-13     public school libraries.  The account is composed of:
1-14                 (1)  money required to be deposited to the credit of
1-15     the account under this subsection; and
1-16                 (2)  donations made to the account.
1-17           SECTION 2.  This Act takes effect September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
