 1-7                                   AN ACT
 1-8     relating to disposition of proceeds from read to succeed license
 1-9     plates.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Section 502.292(e), Transportation Code, as added
1-12     by Chapter 397, Acts of the 75th Legislature, Regular Session,
1-13     1997, is amended to read as follows:
1-14           (e)  The department shall deposit each fee collected under
1-15     Subsection (c)(2) to the credit of an account in the general
1-16     revenue fund to be known as the "Read to Succeed" account.  Money
1-17     from the account may be used only for the purpose of providing
1-18     educational materials for public school libraries [to supplement
1-19     appropriated funds in implementing the requirements under Section
1-20     28.006, Education Code].  The account is composed of:
1-21                 (1)  money required to be deposited to the credit of
1-22     the account under this subsection; and
1-23                 (2)  donations made to the account.
1-24           SECTION 2.  This Act takes effect September 1, 1999.
1-25           SECTION 3.  The importance of this legislation and the
1-26     crowded condition of the calendars in both houses create an
1-27     emergency and an imperative public necessity that the
1-28     constitutional rule requiring bills to be read on three several
1-29     days in each house be suspended, and this rule is hereby suspended.
