                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to reporting of certain political contributions; providing
 1-3     a criminal penalty.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 254, Election Code, is amended by adding
 1-6     Subchapter J to read as follows:
 1-7                   SUBCHAPTER J. REPORTING BY INDIVIDUALS
 1-8           Sec. 254.261.  REPORTS BY INDIVIDUALS.  (a)  A person making
 1-9     contributions that in the aggregate exceed $25,000 in a calendar
1-10     year to all candidates, officeholders or political committees or
1-11     any combination thereof shall report to the commission all
1-12     contributions made in that calendar year.
1-13           (b)  Each report required by this section must include the
1-14     amount of the political contribution, the full name and address of
1-15     the candidate, officeholder or political committee receiving the
1-16     contribution, and the date of the contribution.
1-17           (c)  A person commits an offense if the person fails to
1-18     comply with this section.  An offense under this section is a Class
1-19     A misdemeanor.
1-20           SECTION 2.  This Act takes effect September 1, 1999.
1-21           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
