                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the requirement that the registration receipt for a
 1-3     motor vehicle be carried in the vehicle when operated on a public
 1-4     highway or in a public place in this state; providing a penalty.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 502.178, Transportation Code, is amended
 1-7     by adding Subsections (c) and (d) to read as follows:
 1-8           (c)  The registration receipt issued under Subsection (a)
 1-9     for a vehicle, including a commercial motor vehicle, truck-tractor,
1-10     trailer, or semitrailer, or a copy of that registration receipt,
1-11     shall be:
1-12                 (1)  carried in the vehicle when the vehicle is being
1-13     operated on a public highway or in a public place in this state;
1-14     and
1-15                 (2)  presented to any peace officer of this state or a
1-16     political subdivision of this state on request of the officer.
1-17           (d)  A person commits an offense if the person fails in
1-18     violation of Subsection (c) to carry or present a vehicle
1-19     registration receipt.  An offense under this subsection is a Class
1-20     C misdemeanor.
1-21           SECTION 2.  This Act takes effect September 1, 1999.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
