                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requirements of a local option election.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Chapter 251.11 Alcoholic Beverage Code, is
 1-5     amended to read as follows:
 1-6           Sec. 251.11.  Requirements to Order Election.  The
 1-7     commissioners court, at its next regular session after the petition
 1-8     is filed, shall order a local option election to be held on the
 1-9     issue set out in the petition if the petition is filed with the
1-10     registrar of voters not later than [30] 45 days after it is issued
1-11     and bears in the actual handwriting of the signers the following:
1-12                 (1)  the actual signatures of a number of qualified
1-13     voters of the political subdivision equal to 35 percent of the
1-14     [registered voters] votes cast in the subdivision for Governor in
1-15     the last preceding general election for that office;
1-16                 (2)  a notation showing the residence address of each
1-17     of the signers; and
1-18                 (3)  each signer's voter registration certificate
1-19     number.
1-20           SECTION 3.  This Act takes effect September 1, 1999.
1-21           SECTION 4.  The Importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
