                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to authorizing a state agency to waive a matching funds
 1-3     requirement for an economically disadvantaged county.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 783, Government Code, is amended by
 1-6     adding Section 783.009 to read as follows:
 1-7           Sec. 783.009.  MATCHING FUND WAIVER FOR ECONOMICALLY
 1-8     DISADVANTAGED COUNTY.  (a)  In this section, "economically
 1-9     disadvantaged county" means a county that has, in comparison to
1-10     other counties in the state:
1-11                 (1)  below average per capita taxable property value;
1-12                 (2)  below average per capita income; and
1-13                 (3)  above average unemployment.
1-14           (b)  A state agency may, for an economically disadvantaged
1-15     county, waive or adjust any matching funds requirement that is
1-16     otherwise a condition for a county to receive a grant or other form
1-17     of financial assistance from the agency.
1-18           SECTION 2.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended,
1-23     and that this Act take effect and be in force from and after its
1-24     passage, and it is so enacted.
