                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the licensing and regulation of persons working on
 1-3     premises covered by an alcoholic beverage permit.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter D, Chapter 109, Alcoholic Beverage
 1-6     Code, is amended by adding Section 109.61 to read as follows:
 1-7           Sec. 109.61.  PERSONS WORKING ON PREMISES.  (a)  The
 1-8     commission may adopt rules relating to the performance of any
 1-9     work-related duty of an employee of an alcoholic beverage license
1-10     or permit holder or any other person allowed on the premises
1-11     covered by the license or permit to perform any job for
1-12     compensation.
1-13           (b)  A governmental entity may adopt an order, ordinance, or
1-14     other regulation regulating an employee of an alcoholic beverage
1-15     license or permit holder or any person allowed on premises covered
1-16     by the license or permit to perform a job that is not inconsistent
1-17     with a rule adopted under this section.
1-18           SECTION 2.  This Act takes effect September 1, 1999.
1-19           SECTION 3.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
