                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an exception to the control of contracted Medicaid
 1-3     beds.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 32.0213, Human Resources Code, is amended
 1-6     by Subsection c) to read as follows:
 1-7           (c)  The department may, except for from the procedures
 1-8     established under this section to control beds a facility which
 1-9     meets the following criteria:
1-10                 (1)  is affiliated with a state-supported medical
1-11     school;
1-12                 (2)  is located on land owned or controlled by the
1-13     school; and
1-14                 (3)  is a teaching facility for physicians and related
1-15     health care professionals.
1-16           SECTION 2.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an imperative public necessity that the
1-19     constitutional rule requiring bill to be read on three several days
1-20     in each house be suspended, and this rule is hereby suspended.
1-21           SECTION 3.  This Act takes effect September 1, 1999.
