                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the authorization of a closed meeting by the governing
 1-3     body of a municipality to deliberate certain personnel actions
 1-4     affecting a member of an advisory body.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter D, Chapter 551, Government Code, is
 1-7     amended by amending Section 551.0745 to read as follows:
 1-8           Sec. 551.0745.  PERSONNEL MATTERS AFFECTING MUNICIPAL OR
 1-9     COUNTY ADVISORY BODY:  CLOSED MEETING.  (a)  This chapter does not
1-10     require the commissioners court of a county or the governing body
1-11     of a municipality to conduct an open meeting:
1-12                 (1)  to deliberate the appointment, employment,
1-13     evaluation, reassignment, duties, discipline, or dismissal of a
1-14     member of an advisory body; or
1-15                 (2)  to hear a complaint or charge against a member of
1-16     an advisory body.
1-17           (b)  Subsection (a) does not apply if the individual who is
1-18     the subject of the deliberation or hearing requests a public
1-19     hearing.
1-20           SECTION 2.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
 2-1     emergency and an imperative public necessity that the
 2-2     constitutional rule requiring bills to be read on three several
 2-3     days in each house be suspended, and this rule is hereby suspended.
