                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the distribution of federal local law enforcement block
 1-3     grants; granting rulemaking authority.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 402, Government Code, is
 1-6     amended by adding Section 402.029 to read as follows:
 1-7           Sec. 402.029.  Notwithstanding any other law, the Attorney
 1-8     General may, pursuant to Section 104 (b) (9) of the federal Local
 1-9     Law Enforcement Block Grant Act of 1995, certify by rule that a
1-10     unit of local government under the jurisdiction of the State bears
1-11     more than 50 percent of the costs of prosecution or incarceration
1-12     that arise with respect to Part I violent crimes reported by a
1-13     specified geographically constitutent unit of local government.
1-14           SECTION 2.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended,
1-19     and that this Act take effect and be in force from and after its
1-20     passage, and it is so enacted.
