                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to minimum staffing for fire apparatus in certain fire
 1-3     departments.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter G, Chapter 143, Local Government Code,
 1-6     is amended by adding Section 143.1053 to read as follows:
 1-7           Sec. 143.0153.  MINIMUM STAFFING FOR FIRE APPARATUS.  Each
 1-8     Engine, Ladder Truck and Rescue Truck placed in operation by the
 1-9     fire department during a shift will be staffed with a minimum of
1-10     two (2) fire fighters in the lowest level non-probationary fire
1-11     fighter classification; one fire fighter in the second lowest
1-12     non-probationary fire fighter classification; and one fire fighter
1-13     in the third lowest non-probationary fire fighter classification
1-14     for Engines and one fire fighter in the fourth lowest
1-15     non-probationary fire fighter classification for Ladder Trucks and
1-16     Rescue Trucks.
1-17           SECTION 2.  This act takes effect on September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force according to its
 2-3     terms, and it is so enacted.
